Consultative meeting between the PSC and the Pan-African Parliament

The African Union Peace and Security Council (PSC) held its 1362nd Session in Addis Ababa, Ethiopia, dedicated to a consultative meeting with the Pan-African Parliament (PAP). Opening remarks were delivered by the President of the PAP, H.E. Dr. Fateh Boutbig; the PSC Chairperson for the month, H.E. Mohamed Khaled, Permanent Representative of Algeria to the African Union; and the Commissioner for Political Affairs, Peace and Security, H.E. Bankole Adeoye.

The session marked the first briefing to the PSC by the Seventh PAP Bureau since its election in April 2026. The annual engagement stems from a decision of the PSC’s 1160th Meeting in June 2023, when the two bodies agreed to institutionalise the joint meeting and to host it alternately in Addis Ababa and in Midrand, South Africa.

The consultation is grounded in two legal instruments: the 2001 Protocol to the Treaty Establishing the African Economic Community relating to the Pan-African Parliament, which lists the promotion of peace, security and stability among the Parliament’s objectives, and Article 18 of the PSC Protocol, which calls for a close working relationship between the two bodies. The PSC retains primary responsibility for peace and security.

The meeting built on the 1290th PSC Meeting of July 2025, which adopted the conclusions of the Inaugural Joint Consultative Meeting held from 17 to 18 July 2025 in Midrand. Its agenda centred on a review of the commitments the two bodies had agreed in order to strengthen their collaboration, together with an update on PAP activities to advance peace, security and stability in Africa.

The PAP delegation was led by President Boutbig and included the First Vice President, Hon. Gayo Ashebir; the Third Vice President, Hon. Abba Djidda Mamar Mht; the Fourth Vice President, Hon. Dr. Arlete Borges; several Members of Parliament; and the Clerk of Parliament and senior staff.
