A Presidency That Rotates
The Parliament has had six presidents since its inauguration in 2004, and the office has moved between the regions of the Union rather than settling in any one of them: East, Central, West, Central again, North, Southern, and North once more with the current Bureau.
That rotation is not an accident of voting. The Bureau is made up of a President and four Vice-Presidents who between them represent the five regions, and the regional caucuses put forward the names from which the Parliament elects. The presidency therefore circulates by construction.
Two Interruptions
Two of the six terms were not ordinary. Bouras Djamel served in an acting capacity, and the Parliament was without a settled presidency between 2021 and 2022, and again between 2024 and the election of the current Bureau.
A parliament without a Bureau cannot set its own agenda, convene its sessions or direct its committees, because those are the Bureau’s responsibilities.
