The Secretariat
The permanent staff that supports the Parliament’s work.
What the Secretariat Is
The Secretariat is the permanent staff of the Parliament. Members come and go with the national parliaments that designate them, and the Bureau changes with each election; the Secretariat is what remains, and it is what makes the institution able to keep a record, run a session and answer a correspondent.
It is headed by the Clerk of Parliament, supported by Deputy Clerks with distinct portfolios: legislative business and conferences on one side, finance, administration and human resources on the other.
How It Is Constituted
The Secretariat does not set its own shape. Under the Rules of Procedure the Bureau determines its establishment, plan and structure, and lays down the regulations for its staff, including their terms and conditions of service.
The Bureau proposes to Parliament the establishment and job descriptions of the support staff, and proposes the appointment of the Clerk and the Deputy Clerks. The appointment itself is made by the Parliament.
