The Bureau of the Pan-African Parliament (PAP), led by its President, H.E. Dr. Fateh Boutbig, convened the First Joint Bureaux Meeting of the Seventh Parliament, in accordance with the PAP Rules of Procedure. The meeting brought together the PAP Bureau, the leadership of the Permanent Committees, the Regional Caucuses and the Thematic Caucuses, including the Women and Youth Caucuses.
Held ahead of the First Sitting of the Permanent Committees and the First Ordinary Session of the Seventh Legislature, the meeting reviewed and adopted the programme of the upcoming Session and reinforced a collective and consultative approach to leading the institution.
President Boutbig reaffirmed the new Bureau’s commitment to inclusive leadership, consensus-building and equitable participation, calling on Members to uphold unity, consultation and shared responsibility. He urged the Permanent Committees to focus on practical, people-centred issues linked to Agenda 2063, and to produce reports with concrete, action-oriented recommendations on governance, accountability, continental integration and improving the lives of citizens.
He also stressed closer collaboration with African Union organs, the Regional Economic Communities, national parliaments and strategic partners, and reiterated the Bureau’s commitment to prudent financial management.
The Session will be guided by the African Union Theme of the Year 2026, ‘Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063’. The First Sitting of the Permanent Committees and the First Ordinary Session will run from 20 July to 1 August 2026 at PAP Headquarters in Midrand, South Africa, culminating in the Annual Conference of Speakers of National and Regional Parliaments.
